Give SAAS mode a toggle for vetting an account. Make it so zero email/sms messaging goes out at all until the agency approves them. So a new account level saas permission for messaging to toggle on/off. We would also need a place to see all new signups as the current sub account filters don't have a filter to see account creation by date.
