Paypal refunds always show failed, but actually work

When refunding a PayPal payment, the status ALWAYS shows as "Failed" but when I check in PayPal, it is refunded. This messes up reporting and our automations which are built around refunded payments. This is a critical function (payments) that needs to be fixed.
