New users should inherit the sub-account's platform language — not default to English

The problem
When a new user is added to a sub-account that already has Platform Language set to Spanish, their profile defaults to English anyway — overriding the sub-account setting on first login. This creates a broken onboarding experience for non-English clients.
Current workaround (painful)
Create the sub-account and set Business Profile → Platform Language → Spanish
Add the client user
Use "Login As User" to log in as that client
Go to My Profile → Platform Language → Spanish → Save
Log out and return to agency view
This must be repeated manually for every single user added to every sub-account — with no way to automate it.
Why this hurts
Agencies serving non-English markets (like Spanish-speaking regions) have to manually fix every user's language after creation. At scale this is a real operational burden.
Clients who log in before the agency fixes it see English — creating confusion and eroding trust in the white-label experience. There is no way to set language when creating a user, and no cascade from Business Profile to new users.
Requested fix
Option A (preferred): When a new user is created inside a sub-account, automatically inherit that sub-account's Platform Language as their default profile language.
Option B: Add a Language field to the "Add User" form so admins can set it at creation time without needing to use Login As User.
Option C: Allow agency admins to bulk-set or override language for all users in a sub-account from the agency view.
Expected behavior
If a sub-account's Platform Language is set to Spanish, any new user added to that sub-account should see the platform in Spanish on first login — without any extra steps from the agency or the client. Users should still be able to override it personally if they choose.
