Order Form Element PayPal Buttons Grayed Out If Terms and Conditions Box is Not Checked

We need some sort of callout or message to show right above the grayed out PayPal buttons that tells people that they need to fill out the fields above the PayPal buttons, and check the terms and conditions box below the PayPal button in order to be able to use the PayPal checkout option.
Right now it's not intuitive, and we have at least 5 users contacting us about broken PayPal buttons, but the buttons are not broken, the person just did not fill out the fields above the PayPal buttons, and check the terms and conditions box below the PayPal button. This can cause customers to think the checkout page is broken, and not purchase the product.

If using the terms and conditions tickbox in an order form, it is not user friendly and difficult to understand, why the Paypal Button is greyed out, until the terms and conditions check-box isn't checked on the very bottom of the order form. Please make this more logical and user friendly, for instance: Don't grey out the Paypal button, but give an error below the Paypal button that says "please confirm to the terms and conditions first". And make this error message customizable, so I can change it to German ;)

Something so that everyone knows because I spent some time this morning troubleshooting and I thought it was an integration issue the whole time until I just put some information on the checkout page myself and saw it respond after the information was there.

Any movement on this? Turning off the Terms and Conditions so this works better is not a good option.
