I should be able to build a library of pop-ups separately (like we do with forms, surveys, etc.) and then select a pop-up just like I select a link destination.

I wrote a basic script for this.
Replace IDs with IDs from highlevel buttons and sections under advanced.
Place 3 sections in the popup. Hide them all. 
Add this script to the page AFTER the last button.

This would be great for informational popups to allow additional information to be available on your landing page without having to clutter up the page itself with info dumps. Different links or buttons can open different popups with different details.
