Forms autofill, then add a new contact if not the same

I've been testing with multiple emails on the same PC to see if flows work. When a form fills in info, it often fills in incorrect info. It appears that if the info then put in isn't identical to a current contact it adds another.

If we can somehow pre-fill forms and surveys based on customer selection from the website, that would be great! For example, a business offers three packages for a service and when the customer clicks on the button on the website to obtain a quote, the contact form that pops up already has the package selected and locked. (assuming the field is inserted)
