I believe that when a capped Event reaches its seat limit, the system stops accepting registrants or disables registration or displays a hard "Sold Out" message.

Suggestion: Add an optional "Enable Waitlist Mode" toggle in the Event Settings when a seat limit/capacity cap is enabled.

When enabled and the event reaches 100% capacity, the registration widget/form automatically converts to a "Join the Waitlist" state.
