If using the check box option in the checkout for people to agree to terms of use, it's only logical to be able to send them a PDF version of the terms of use - even though it doesn't require a signature, because they selected the checkbox at checkout.
Currently, even if you create a document template with no fillable fields, if you send that document through a workflow, it will ask the client to sign it and mark it as pending, even though there is nothing to sign.
