Better if/then conditions for workflows - like resending to people who don't open?

In workflows we are unable to create if/then conditions based on whether or not people have opened an email.

So something as straightforward as re-sending an email if a contact doesn't open it requires using triggers to move people between workflows.

This seems like a huge oversight and a big opportunity to provide something that comes standard on existing marketing platforms.
