Mitigate arbitrary emails in user requests

Is there any way we can mitigate this? The ability for requests to place arbitrary emails causes a lot of time that could be used to resolve requests instead of searching up location information. For example when users are submitting tickets such as from the Help Article the only thing support agents have to work with to locate account information is their email address. This is time consuming and needs to be updated to lower loss of time.
